Chairman of the New Patriotic Party’s (NPP) Constitution Amendment Committee, Frank Davies, has described the proposed changes to the party’s constitution as essential measures to strengthen its organisational structure ahead of the 2028 general elections. Speaking at the Baba Yara Sports Stadium in Kumasi on Saturday, October 3, during the NPP’s National Delegates Congress and Officers’ elections, Davies said the proposed amendments were intended to address gaps identified following the party’s previous constitutional review.
He explained that the need for the amendments arose after certain omissions and inadequately addressed areas were identified in the last constitutional amendment process. According to him, the proposals before delegates are therefore aimed at resolving those grey areas and positioning the party more effectively for the next general election.
“These limited constitutional amendments were necessitated by some acts of omission and commission, which heralded the last amendment we had in 2025. So this is to cure the grey areas that we overlooked. A limited number of amendments will be put to the delegates today, and they are very critical amendments which will put the party in a better shape to prepare for the 2028 elections,” he said. Davies added that approving the proposed changes was important because of their implications for the party’s organisational structure.
“It is imperative that these amendments are carried through because of the ramifications they have for our party’s organisational structure,” he stated. The proposed changes form part of the first phase of the NPP’s National Delegates Congress, which is being held alongside elections to select new national officers.
One of the key proposals relates to the designation of the party’s leader. At the NPP’s January 31 conference, a provision was introduced stating that the National Chairman would serve as the leader of the party at all material times. Under the latest proposal, however, the party is seeking to amend that provision to designate the NPP’s flagbearer as the leader of the party.
Another significant proposed amendment concerns the election of the party’s Vice Chairpersons. Under the current arrangement, candidates contest the position of National First Vice Chairman, after which the first, second and third Vice Chairpersons are determined based on the order of votes received.
The proposed change would replace that system with one in which candidates declare and contest specific Vice Chairperson positions, rather than competing for a single position and subsequently being ranked according to the number of votes they obtain.
